If you want to go to camp, it is unlikely to reach too many options for bars and restaurants on foot. Cities with amenities like campsites, usually near a populated area. If you see in the villages, there are many ways to what you want.
You can try to Looe. Padstow is good, but expensive, and I know no place to camp nearby. Polzeath good? O bude? Newquay get what you want, but people seem a little tacky.
Most campgrounds have their own club and bar meals. Pentewan, located near St. Austell, in a village with a pub, and there was no restaurant, others in the last time I went there. You can take the bus to the fishing in Mevagissey.
Try sites for vacation and holidays Fowler John Dean Park, both have multiple locations.
Given North Devon, it Braddick Holiday Camp in Westward Ho! What people have access to restaurants, etc., and you can take the bus to Bideford fishing boat or fish in the sea go to the village.
